MINUTES

The minutes of the May 1, 2000 meeting were recommended for approval. A motion for approval was made by Dale Crafton; seconded by Dan Cunningham; motion passed 18-0.

NECROLOGY SERVICE

Cecil Raymond conducted a necrology service in memory of a former board member. Bob Tandy, former superintendent for the South Montgomery School Corporation, served one term on the board, 1976-79.

PROPOSED CHANGES IN THE IHSAA BY-LAWS

Cecil Raymond made a motion to amend the proposed change in Article III Section 3 to require a two year waiting period; Dan Cunningham seconded the amendment; motion passed 17-1 with Michael Powell dissenting. 2. IV 1a 4 1 Change: For purposes of election and representation only, there shall be three

districts, which may, from time to time be modified by the authority of the

Directors.

A motion to approve the reorganization of the legislative districts was made by Dennis Eller; seconded by Phillip Gardner; motion passed 16-2 with Dan Cunningham and Patrick Mapes dissenting.

3. IV 2a 5 1 Change: For purposes of election and representation only there shall be four

classes of high schools in each Corporation district. These classes may be

modified by authority of the Directors.

IV 2b 5 2 Change: The determination of the class of any high school shall be based on its

enrollment, in grades nine through eleven (effective in 2003-04 grades nine through twelve), and shall coincide with the most recent class-

ification used for the four class tournament alignment.

A motion to establish four classes per district for the purpose of board member elections was made by Dale Crafton; seconded by Jean Shonkwiler; motion passed 18-0.

4. IV 3a 5 2 Change: The Board of Directors shall be comprised of eighteen board seats.

Twelve board seats shall be filled by any qualified individual (open seats), and

six board seats shall be filled by two qualified female representatives, two

qualified minorities and two qualified urban school representatives.

IV 2c 5 1 Change: An urban school is any school who meets at least two of the following

criteria:

    1. The high school is in a school corporation with 20% or more students on free or reduced lunch.
    2. The high school is in a school corporation that enrolls 5% or more limited English proficient students as shown on the IDOE language minority totals.
    3. The high school is in a county with a population greater than 70,000.

A motion to establish a rotation for the Board of Directors elections and to change the definition of an urban school was made by Phillip Gardner; seconded by Cecil Raymond; motion passed 17-1 with Joseph Trimboli dissenting.

5. IV 3c(1) 6 1 Change: All directors must be administrators or full-time teachers of grade 9 or

above from a member school in good standing or central office administra-

tors. If from a multiple high school district, central office administrators class will be determined by the largest high school enrollment in the corporation.

IV 3c(2) 6 1 Change: A minority director must be an individual other than a white male or

female.

IV 3c(3) 6 8 Change: A petition for a female, minority or urban seat must contain verifica-

tion that the nominee is an eligible candidate for the seat. No candidate

may run for two seats during the same election.

IV 3g 7 2 Note: No member of the Directors shall be eligible for a longer term on the

Board of Directors than the one being served until the expiration of such term.

Note: This rule shall be suspended until the completion of the 2003

Election.

A motion to allow central office personnel in a multiple school district to run for a seat on the Board of Directors was made by Joseph Trimboli; seconded by Cecil Raymond; motion passed 18-0.

6. IV 3f 7 Change: Effective July 1, 2001, the Executive Committee shall be comprised of

the members of the Board of Directors.

IV 3l(2) 7 Change: Reorganize the Executive Committee for the ensuing year by electing a

chairman and a vice-chairman from the Directors having only one year remaining of their term.

IV 4n 9 2 Change: To make a temporary regulation of the Corporation when an emer-

gency arises. Such regulation shall be in force until the next meeting of

the Directors, at which time it will be subject to the disposition of this body.

Lee Lonzo made a motion to approve the proposal; seconded by Michael Powell. Lee Lonzo made a motion to amend Article IV Section 3f by changing the statement to read "Effective July 1, 2001, the Executive Committee shall be comprised of the members of the Board of Directors." Michael Powell seconded the amendment; motion passed 16-2 with Dale Crafton and Cecil Raymond dissenting. A motion to pass the proposal as amended was made by Joseph Trimboli; seconded by Janis Qualizza; motion passed 15-3 with Mike Blackburn, Dale Crafton, and Cecil Raymond dissenting.

7. 2 1 13 1 Change: Schools may be classified in team sports approved by the Board of

Directors up to a maximum of four classes, except football which shall have five

classes, according to the following criteria:

2 2 14 1 Change: In team sports having a class tournament, the total schools partici-

pating shall be divided as follows:

60 7 81 New: In order to be eligible to enter the team wrestling tournament, a

school must be able to fill at least ten weight classes.

A motion to approve a wrestling class team tournament was made by Dennis Eller; seconded by Phillip Gardner; motion failed 0-18. A motion to table a proposed wrestling class team tournament was made by Joseph Trimboli; seconded by Michael Powell; motion failed 3-15 with Lee Lonzo, Michael Powell, and Joseph Trimboli in support.

8. 2 1 13 1 Change: Schools may be classified up to a maximum of three classes, except

football which shall have five classes, according to the following criteria;

2 1c 13 Delete: If 95 percent of the member schools sponsored a team and entered the

IHSAA tournament in the previous year, that sport may have four classes.

2 2c 14 Delete: Four Classes – 1A = 25% of schools; 2A = 25% of schools; 3A = 25%

of schools; 4A = 25% of schools.

2 2f 14 Delete: If there are three more schools than equal division, those schools shall

be placed one each in the smallest three classes.

A motion to table the proposal allowing three class team tournaments (except football) was made by Michael Powell, seconded by Joseph Trimboli; motion passed 10-8 with Mike Blackburn, Dale Crafton, Dan Cunningham, Dennis Eller, Jim Feist, Phillip Gardner, Cecil Raymond, and Oren Sutherlin dissenting.

9. 2 1 13 1 Change: Public schools may be classified up to a maximum of three classes, except football which shall have five classes, according to the following criteria;

2 3 14 New: A separate statewide tournament would be organized in all team

sports for private schools to enter and compete for a state champion-

ship.

A motion to create a separate tournament series for private schools was made by Dennis Eller; seconded by Dan Cunningham; motion failed 0-18.

10. 2 3c 14 2 Change: Effective in 2003-04, a school shall be assigned to a class by the IHSAA

and shall enter the IHSAA tournament in that assigned class unless it notifies

the Association, in writing, that it wishes to move up one or more

classes. This notification shall (1) accompany the submission of the school’s enrollment figures and (2) be effective for the succeeding four years. A school may choose to move up in a specific sport/s.

A motion to allow schools to move up one or more classes from the class for a school with their enrollment was made by Dennis Eller; seconded by Joseph Trimboli. Cecil Raymond made a motion to amend this proposal to read, " Effective 2003-04, a school shall be assigned to a class by the IHSAA and shall enter the IHSAA tournament in that assigned class unless it notifies the Association, in writing, that it wishes to move up one or more classes. This notification shall (1) accompany the submission of the school’s enrollment figures and (2) be effective for the succeeding four years. A school may choose to move up in a specific sport/s." Jean Shonkwiler seconded motion to amend; motion passed 14-2-1 with Phillip Gardner and Michael Necessary dissenting, and Jim Feist abstaining. A motion to approve the amended proposal was made by Cecil Raymond; seconded by Jean Shonkwiler; motion passed 13-5 with Curtis Casbon, Phillip Gardner, Patrick Mapes, Michael Necessary, and Janis Qaulizza dissenting.

11. 2 3 14 4 Add: Effective in 2003-04, school enrollment figures used for classifying

schools shall be the enrollment in grades 9-12 for all students, as certified in the

annual report filed with the State Department of Education in a classification year.

A motion to utilize grade 9-12 enrollment for classification purposes was made by Dan Cunningham; seconded by Mike Blackburn; motion passed 18-0.

12. 2 4 14 1 Change: Schools shall be re-classified every four years. (Effective with the

re-classification for 2003-04.)

Dale Crafton made a motion for schools to re-classify every four years; seconded by Phillip Gardner; motion passed 18-0.

13. 2 5 14 New: The enrollment figure used for classifying each school in football

shall be the larger of (1) the male enrollment in grades 9-11 in their

school submitted in accordance with Rule 2-3 or (2) the average male

enrollment of their opponents in grades 9-11.

A motion was made to change the method of classifying football schools was made by Curtis Casbon; seconded by Janis Qualizza; motion failed 0-18.

14. 7 1.5(Note) 24 3 Change: (Note: This rule does not apply to coaches hired by that school prior

to the 1999-2000 school year.)

Joseph Trimboli made a motion to approve a clarification regarding coaches who do not hold a teacher’s license; seconded by Cecil Raymond; motion approved 18-0.

15. 10 1 31 Reword: The address of out-of-state schools participating in a contest

against a member school and the interstate contest must be within 600 miles round trip travel from the Indiana state line and shall be sponsored by a member high school.

Dennis Eller made a motion to approve the proposal; seconded by Michael Powell; motion passed 18-0. Lee Lonzo made a motion to amend the proposal by changing the statement to read " The address of out-of-state schools participating in a contest against a member school and the interstate contest must be within 600 miles round trip travel from the Indiana state line and shall be sponsored by a member high school." 16. 10 1.3 31 4 Delete: IHSAA and National Federation do not sanction participation in interstate

meets, tournaments or other contests to qualify and/or determine a national high

school championship. IHSAA will not sanction any baseball, basketball, soccer,

softball, or volleyball tournament involving more than sixteen (16) schools.

Phillip Gardner made a motion to approve a clarification that a school’s opponent may be from a state not bordering Indiana so long as it is located less than 300 miles from the Indiana state line; seconded by Dennis Eller; motion passed 18-0.

17. 15 1.1a 38 6 Change: Participation in organized non-school sports competition during the authorized contest season, including the IHSAA tournament series, in that sport

shall cause such students to become ineligible for their school team in that sport

for a period not to exceed 365 days as determined by the Commissioner, unless

an outstanding student-athlete waiver for said competition is approved by the

coach, principal and the IHSAA office and is on file in the principal’s office. A

maximum two waivers may be granted during a contest season.

Mike Blackburn made a motion to approve a clarification indicating that the IHSAA must approve all waivers; seconded by Patrick Mapes; motion passed 18-0.

18. 15 1.1d(1) 39 2 Change: When a school does not have a team, individual students may practice

with another member school’s team under the supervision of the other

member school’s coach provided a written agreement, signed by both prin-

cipals, is on file in the IHSAA office. Students may only compete in contests rep-

resenting the school they are attending;

Joseph Trimboli moved to approve a clarification that individual athletes are permitted to practice with another member school’s team; seconded by Michael Necessary; motion passed 18-0.

19. 15 2.2a 40 4 Change: Students may participate in team sport contests as members of a non-

school team provided no more than the following number of students who have

participated in a contest the previous year as a member of one of their school

teams in that sport are participants of the same non-school team, at the same

time.

15 3.2a 43 4 Change: Students may participate in team sport contests as members of a non-

school team provided no more than the following number of students who have

participated in a contest the previous year as a member of one of their school

teams in that sport are participants of the same non-school team, at the same

time.

A motion was made by Janis Qualizza to approve this proposal which would allow non-school team rosters to have more players from a school than the by-laws state so long as not more than the specified number were playing at any one time; seconded by Lee Lonzo; motion failed 4-13-1 with Dale Crafton, Dennis Eller, Jim Feist, and Janis Qualizza in support, and Lee Lonzo abstaining.

of their high school coaching staff.

students in that sport if NOT under the organization, supervision and

Dale Crafton made a motion to approve this proposal which would allow team sport students to receive individual instruction from a member of their high school coaching staff during the school year out of season and during the summer, provided that it was not sponsored by the school; seconded by Lee Lonzo. Janis Qualizza made a motion to amend the proposal to read, " Coaches, from a member school coaching staff may instruct up to two students in that sport if not under the organization, supervision and operation of the member school." Michael Necessary seconded the motion; motion failed 8-10 with Mike Blackburn, Dale Crafton, Dennis Eller, Lee Lonzo, Michael Necessary, Janis Qualizza, Oren Sutherlin, and Joseph Trimboli, in support.     4. Participation shall be open to all students
    5. Merchandise and awards, other than those of symbolic value, may NOT be accepted for athletic proficiency. Student must remain an amateur.

24. 15 3.6 45 2 Change: Program in which the gymnasium, playing fields, or other school

facilities are open to all students enrolled in that school for participation on a

voluntary basis. Specific equipment related to a particular sport, i.e. balls, goals,

nets, etc., may be used.

A motion was made by Joseph Trimboli to approve a proposal that would limit the participation in an open facility to those students enrolled in that school; seconded by Dale Crafton; motion failed 0-18.

25. 17 3.2 50 8 Change: The decision on all cases shall be available from the Assoc-

iation. The principal and the affected party or parties shall be notified of any

adverse decision by mail; such adverse decision shall also indicate the rule

upon which the decision was based and the action to be taken.

26. 17 4.1 51 11 Addition: A request for an appeal must be made in writing, at least seven (7) days prior to the next scheduled hearing date, to the

Association, by the member school principal.

At the request of Commissioner Ress this proposal was withdrawn.

27. 17 8.5 55 4 Add: In addition to the foregoing, in transfer cases under Rule 19-6, the

Commissioner, his designee or the Committee shall have the authority to set

aside the effect of the transfer rule and grant a student full eligibility following a

transfer if (a) the student continues to reside with his/her parent(s) or

guardian(s), (b) the student establishes, to the reasonable satisfaction of the

Commissioner, his designee or the Committee, that the transfer is in the best

interest of the student and there are no athletic related motives surrounding the

transfer, and (c) the principals of the sending and receiving schools each affirm

in writing that the transfer is in the best interest of the student and there is no

athletic related motives surrounding the transfer.

A motion to approve this proposal requiring students seeking eligibility under Rule 17-8.5 to continue to reside with

his/her parents/guardians was made by Joseph Trimboli; seconded by Michael Necessary; motion passed 18-0.

28. 18 1.5 58 1 Change: If a transfer student is coming from a school with a different

academic schedule, and is certified to be academically eligible by

full eligibility until they have completed a full grading period in their

new school, provided he/she meets all other rules. All other transfer students must meet the requirements of the scholarship rules.

30. 19 DEFINITIONS Change: Limited Eligibility – A student who is declared to have limited eligibility

shall be eligible to participate immediately in all interschool athletics, provided,

however, during the first 365 days from the date of the last participation at a

previous school, such student may not participate in inter-school athletics as a

member of a varsity athletic team.

A motion was made by Dennis Eller to approve the proposal which clarifies that a student cannot have participated on any school team in the previous 365 days; seconded by Joseph Trimboli; motion passed 18-0.

any interschool contest as a representative of another school in the sport(s)

the student wishes to participate. This exception does not apply if the

similar team, during the preceding 365 days.

the IHSAA must be notified in writing. A placement is considered a

"direct placement" when a foreign exchange program places a student

in a specific home or school at the request of the student, parent, host,

coach, booster, school, etc. A student receiving a direct placement may

be granted limited eligibility. If a school fails to notify the Association

of a direct placement, the student may be declared ineligible and the

school may be subject to additional penalties as determined by the

Commissioner.

ices and/or contests of their respective feeder school/s.

    1. "Coaches" include contracted and volunteer, high school and mid-
    2. dle/junior high, and anyone representing the respective school or

      athletic program for the purposes of searching out and contacting

      students and/or parents for the encouragement of enrollment for the purpose of athletic participation at a particular school.

    3. Representatives of a school’s athletic program may not visit the
    4. homes of non-feeder school students or use other means of communication for the purpose of encouraging enrollment and athletic participation at a particular school.

    5. Coaches of non-school teams may not be used as agents to direct

non-feeder school students to another school.

20 4 69 New: Parents of a student from a non-feeder school that makes contact

with a member school should be referred to the Principal.

    1. Initial meetings shall not be with athletic department personnel.
    2. While families have the right to attend athletic events of at a non-

feeder school, special invitations, preferential seating or free

admission shall not be a part of their attendance.

20 5 69 New: Following their eighth grade year, students may not attend a high

school’s athletic camps or clinics unless they are attended a feeder

school or have enrolled in the sponsoring school. Athletic brochures,

special invitations, camp fliers, etc. shall not be issued to select

students from non-feeder schools unless specifically requested by the

parent/s.

20 6 69 New: Prior to enrollment, a student of any age from a non-feeder school may not be made a part of an activity related to athletics

including, but not limited to, such gatherings as pep sessions,

practices, special trips, conditioning, open facilities, contests, special

use of facilities, special visits, free spirit items or clothing.

with all of the standards outlined in the Association’s weight control program

including but not limited to:

    1. Administering skin-fold measurements or body composition analyzation prior to the start of the competition season (Sat., Week 20),
    2. Minimum body fat standards of 7% for males and 12% for females, must be met unless both a licenses physician and the parent/s make a successful appeal as outlined in the Association’s weight control program.

A motion to accept this proposal which would move the rules regarding the calculation of body fat in wrestling out of the by-laws and into the December bulletin was made by Cecil Raymond; seconded by Janis Qualizza; motion passed 18-0.

That the by-laws, rules, and regulations contained in and as stated by the 2000-01 printed booklet of the Indiana High School Athletic Association, Inc., entitled "By-Laws and Articles of Incorporation" be and the same are hereby approved and declared to be the official Indiana High School Athletic Association, Inc., By-Laws, as amended, and subject to further amendments by the Board of Directors.

A motion to approve the resolution verifying the IHSAA By-Laws and Articles of Incorporation as the official rules governing the IHSAA was made by Cecil Raymond; seconded by Lee Lonzo; motion passed 18-0.

ELECTION OF PRESIDENT & VICE-PRESIDENT OF THE 2001-02 BOARD OF DIRECTORS
